Transport section of the Socio-economic Development Strategy of Rostov Region to 2030
Mihail Veklenko worked in the working group on the transport section of the regional development strategy to 2030, on rail in the Rostov agglomeration. Part of the materials he prepared went into the adopted document.
Challenge
Rostov-on-Don, Azov, Aksay, Bataysk, Novocherkassk and Taganrog work as one conurbation, but their transport does not. Three separate tram systems serve the area, and suburban rail plays a small role in daily travel.
The Moscow – Rostov-on-Don – Adler high-speed line is included in the federal territorial planning scheme (Government order No 384-r of 19 March 2013). Its station was planned about 15 km from the city, on the opposite side from the new Platov airport. Trains inside the city are slow, and the city centre sits inside a rail ring with only nine crossings.
What was done
Mihail Veklenko was a member of the working group on the transport section of the regional strategy. He consulted and prepared materials, and part of them went into the transport section of the adopted document. Together with the other members of the working group, he took part in shaping the final text of the section.
The materials drew on Urban Factory’s work at the regional scale:
- Agglomeration rail. One rail system for the cities of the conurbation, built on the existing tram networks and suburban lines — the Great Rostov concept.
- High-speed rail and a new station. A route past Platov airport with a stop there, and a new city station on the west side of Rostov-on-Don, reachable by a new tram line, so that trains do not lose time crossing the city. The tram line comes from the Rostov tram network concept.
Result
The strategy was adopted by Rostov Region Government resolution No 864 of 26 December 2018.
