Transport section of the Socio-economic Development Strategy of Rostov-on-Don to 2035

Mihail Veklenko worked in the working group on the transport section of the city’s development strategy to 2035. Part of the materials he prepared went into the adopted document.

Challenge

In 2018 Rostov-on-Don prepared its Socio-economic Development Strategy to 2035. The transport section started from a diagnosis of the city’s transport system:

  • peak load at the main entrances to the city of 18–20 thousand cars per hour, twice as high in the centre;
  • road density in the centre of 4.2 km/km², 1.7 times above the standard;
  • about 420 cars per 1,000 inhabitants;
  • a public transport fleet of 1,636 vehicles: 687 high-capacity buses, 840 low-capacity buses, 53 trolleybuses and 56 trams (3.4%);
  • at the start of 2018, 172 bus routes, 49 route-taxi routes, 5 trolleybus and 5 tram routes; a route network of 3,681.9 km, over 93% of it served by buses;
  • little tram track, and no electric transport in the new districts.

What was done

Mihail Veklenko was a member of the working group on the transport section of the strategy. He consulted and prepared materials, and part of them went into the transport section of the adopted document. Together with the other members of the working group, he took part in shaping the final text of the section.

The materials proposed:

  • rail transport and light rail (LRT) as the basis of the system;
  • renewal and expansion of the electric transport network, with new tram routes;
  • development around stations (TOD) and a land-use policy to match;
  • cycling infrastructure and alternative modes of transport;
  • an intelligent transport system;
  • a flexible cashless fare.

The approach builds on the Urban Factory tram network concept — see Rostov tram.

Result

The strategy was adopted by Rostov-on-Don City Duma decision No 603 of 21 December 2018.
