TUN Foundation: land and homes for displaced families, Armenia

A housing programme that gives families displaced from Nagorno-Karabakh (Artsakh) in 2023 a land plot of their own, where they build a house with a state housing certificate.

Challenge

Tens of thousands of displaced families received state housing certificates — but have no land on which to use them.

Approach: land first

The family receives a plot in its own ownership and builds its home with the certificate. The foundation selects and supports the families, handles land registration and accompanies construction. If the certificate is not enough, it can help complete the house.

The land comes either from a partner foundation or is bought by TUN.

Plots combine housing and farming: most families come from rural communities, and farming gives them a steady income.

Current project: a new village near Yerevan

Together with a partner foundation, TUN is preparing a 7.3 ha site near Yerevan. The master plan provides for 37 homes, a kindergarten, a community centre and greenhouses run as a farming cooperative. The first phase covers 10 families. The land is being rezoned for housing and divided into individual plots.

Timeline

  • 2023 — a private initiative: repair of housing and shelters for displaced families, together with architects, lawyers and economists.
  • 2024 — the foundation is registered in Yerevan.
  • 2025 — fundraising and design of the housing programme.
  • 2026 — the first new settlement near Yerevan is in preparation with a partner foundation: 7.3 ha, 37 homes in the master plan, a first phase for 10 families with plots of about 500 m².
